In the morning on 22nd October, the Ministry of Information and Communication, the Viet Nam Software Association (VINASA) and the Viet Nam – Japan IT Cooperation Committee (VJC) cooperated with the City People’s Committee to organize the event “Japan ICT Day 2019” with the theme of “Viet Nam - Japan Cooperation in strengthening digital transformation”. This is an activity of cooperation promotion which is yearly organized for Viet Nam - Japan enterprises specialized in information technology.
The event had the participation of Mr. Le Trung Chinh – Vice Chairman of the City People’s Committee, Mr. Le Quang Luong - Chairman of VJC, Mr. Takeo Nakajima – Head of the representatives of JETRO in Ha Noi; Mr. Seiichi Ito –Vice Chairman of the International Affairs Committee - JISA, Ms. Junko Kawauchi - Vice Chairwoman of the International Affairs Committee – JISA, and more than 300 enterprises of Japan and Viet Nam.

Da Nang is currently the center of IT in the Central Region of Viet Nam with more than 3,800 enterprises, of which 93% of the Vietnamese enterprises in the city operating in software, digital information and IT services gained a total turnover in 2018 of more than 693 million USD. Particularly, software processing and services reached a very high rate of growth with 78 million USD, making up 25% of the growth rate in 2018. The city has 38 universities and vocational colleges offering specialization in IT with the quantity of yearly admission of 3,500 students.
Delivering a speech at the Japan ICT Day 2019, Mr. Le Trung Chinh – Vice Chairman of the City People’s Committee said that, Da Nang has a good cooperation relationship with Japan. Presently, Japan is the largest FDI investment partner in Da Nang City with 177 projects, with the total investment capital of more than 800 million USD, making up 25% of the total FDI investment capital of the city. In addition, Japan is also the largest software export market of IT enterprises in Da Nang City with more than 36% of the export market share.
Mr. Takeo Nakajima – Head of the Representatives of JETRO in Ha Noi stated that, 70% of the Japanese enterprises operating in Viet Nam intend to develop their businesses in Asia and ASEAN, especially Viet Nam. As part of the field of IT – Communication, the bilateral cooperation between Viet Nam and Japan is strongly developing. In 2018, there were 248 Japanese enterprises specializing in IT investing in Viet Nam, making up 8% of the total investment projects of Japan in Viet Nam. Also, the representative of JETRO stated that, in recent years, investments from Viet Nam in Japan have also been rapidly increased; JETRO had supported the establishment of businesses in Japan for foreign companies, most of them specialized in IT.
Japan is the largest software export market of IT companies in Da Nang City
As said by Mrs. Junko Kawauchi – Vice Chairwoman at JISA, the IT market of Japan engaged about 460 billion USD, of which software made up 130 billion USD. As estimated, the demands on new technology projects of technological revolution 4.0 of Japan in June 2019 will increase by 31.5%, meanwhile human resources is a big issue. According to surveys made quarterly by JISA, until June 2019, Japan lacks approximately 781,000 IT engineers, more than 80% of Japanese enterprises are willing to employ foreign laborers. 95% of Japanese companies show their concerns and commit to employing Vietnamese engineers. However, 80% of the enterprises require those engineers to have Japanese proficiency certificates with levels N2 and N1. This is a big challenge for Vietnamese enterprises and the biggest obstacle in IT cooperation between Viet Nam and Japan.
IT products orienting technological era 4.0 attracting visitors.
According to surveys made by VINASA with more than 60 enterprises in cooperation with Japanese partners, the three most potential aspects of new technologies for cooperation between Viet Nam and Japan are Big Data, Digital Transformation and AR/VR. Also, the three contents of training programs that enterprises show the most concern for are: such new technologies as AI, IoT, and Big Data, Japanese language and business culture, and Japanese market approaches.
At the event, enterprises of Viet Nam and Japan shared information and experience in successful cooperation in the trend of new technologies, human resource development, and enhancement of the capacity, scale and quality of Japan’s offshore projects. Besides the event, there were the activities of meeting with businessmen, and an introduction exhibition and demo of products and solutions of Vietnamese and Japanese enterprises.
Signing an MOU on Cooperation between VJC and ISCO
At the opening session, the representatives and IT experts focused on presenting the issues regarding Vietnamese human resources and the supply of talented IT engineers; and incentive policies for IT enterprises in Da Nang. Also, IT cooperation topics between Viet Nam and Japan in new technology trends were worked on, including: AI, Blockchain, Big Data, AIoT and RPA; human resource development through IT training for specialized officials; enhancement of IT service efficiency for the Japanese market and more. In the framework of the Japan ICT Day 2019, there was an MOU signing on cooperation between VJC and ISCO. These activities will support and develop the cooperation between Vietnamese and Japanese enterprises in the coming time, especially new technologies of technological era 4.0.
