On the morning of August 2, the Department of Foreign Affairs, in coordination with the State Committee for Overseas Vietnamese Affairs, Ministry of Foreign Affairs, organized the awarding of Certificates of Merit by the Minister of Foreign Affairs to two outstanding overseas Vietnamese who have made significant contributions to the socio-economic development of Da Nang City. The event was attended by the Deputy Minister of Foreign Affairs and the Chairman of the State Committee for Overseas Vietnamese Affairs, Ms. Le Thi Thu Hang.
In recognition of their exceptional contributions to the socio-economic development of Da Nang City, the Minister of Foreign Affairs decided to award Certificates of Merit to Ms. Cecile Pham (an overseas Vietnamese in France) and Mr. Bao Hoa (an overseas Vietnamese in the United States).
During the period from 2017 to 2022, Ms. Cecile Pham (an overseas Vietnamese in France) served as the Chairwoman of the Board of Directors and General Director of Dacotex Da Nang Co., Ltd. She also served as the Vice President of the ASSORV Organization, which sponsored the funding, management, and care for orphans at the Hoa Mai Orphanage under the Association for the Protection of the Disabled and Orphans in Da Nang City. She also facilitated philanthropic activities, exchanged experiences, and provided gifts to children and fellow citizens affected by annual floods. Additionally, she sponsored Tet gifts for victims of Agent Orange at the Da Nang Association of Agent Orange Victims.

Notably, during the COVID-19 outbreak, she actively contributed by sponsoring masks and essential supplies for disadvantaged people in the city.
Mr. Bao Hoa (an overseas Vietnamese in the United States) is the Chairman of the Board of Directors of Vinatech Connect Co., Ltd. and the Vice President of the Liaison Committee for Overseas Vietnamese in Da Nang City. He has actively promoted the image of the city to the overseas Vietnamese community through participation in major sports events such as Ironman 70.3 Vietnam in 2017 and 2018, as well as the Da Nang International Marathon 2018. He also initiated and organized the planting of green trees along the coastline, involving foreigners, local people, and overseas Vietnamese youth.
Furthermore, he made significant contributions in supporting and promoting foreign investment in the city. In particular, he connected and introduced INTEX Industries to invest in a production plant in Hoa Khanh Industrial Zone. In 2022, he continued to bridge and introduce foreign investors to implement the project of Unitex Wan Guan Technology Co., Ltd. in Hoa Khanh Industrial Zone.

"In dealing with overseas Vietnamese affairs, the state not only calls for overseas Vietnamese to invest in the country but also demonstrates concern for the younger generations in all aspects of life and the development of the overseas Vietnamese community. I hope that through their material and spiritual contributions today, the two overseas Vietnamese can spread love and values to other overseas Vietnamese and future generations. This is also a tribute to all those who have contributed to the country's current successes," shared Ms. Le Thi Thu Hang, the Deputy Minister of Foreign Affairs and the Chairman of the State Committee for Overseas Vietnamese Affairs.
