Approval of the Pilot Scheme for Da Nang City Digital Twin

Da Nang will launch a pilot Digital Twin model to create an integrated digital data environment, visualizing spatial and specialized data to support data-driven management, governance, monitoring, and decision-making.

On June 22, the City People's Committee issued Decision No. 2711/QD-UBND approving the Pilot Scheme for the Da Nang City Digital Twin. Implemented over the 2026–2028 period, the scheme aims to gradually build an integrated digital data environment to visualize spatial and domain-specific data for state agency governance.

Under the scheme, the city will pilot the model in selected communes, wards, and priority sectors while standardizing, digitizing, and integrating existing data sources for monitoring, analysis, forecasting, and data-driven decision-making. The Digital Twin platform is being constructed following guidance from the Ministry of Science and Technology, combining 2D/3D digital maps with technologies like Artificial Intelligence (AI), Geographic Information Systems (GIS), and the Internet of Things (IoT). This framework will serve to evaluate, refine, and replicate the model citywide in the near future.

The Department of Science and Technology acts as the focal point leading implementation, developing plans, technical guidance, data standards, and execution roadmaps. It is also responsible for building, operating, and evaluating the Digital Twin platform, selecting pilot units, and ensuring data connections and sharing with the city’s shared digital platforms.

Participating departments, sectors, and commune/ward People's Committees are responsible for reviewing, standardizing, updating, and sharing data under their scope; coordinating to propose operational business problems; utilizing the system for management and governance; and participating in evaluating model effectiveness.
