Celebration of the 150th anniversary of Huỳnh Thúc Kháng’s birth (October 1, 1876 – October 1, 2026)
On the morning of October 1st, the City Party Committee, the People's Council, the People's Committee, and the Vietnam Fatherland Front Committee of the city solemnly held a ceremony to commemorate the 150th birthday of Mr. Huỳnh Thúc Kháng (October 1, 1876 - October 1, 2026).
Politburo member and National Assembly Chairman Trần Thanh Mẫn emphasized that this is an occasion to honor the great contributions of Mr. Huỳnh Thúc Kháng, who was a typical intellectual patriotic of the Vietnamese nation in the early 20th century. In him was a convergence of patriotism, integrity, intellect, courage, independent thinking, and the reformist spirit of a journalist, political activist, and key state leader; above all, he was a great personality, devoted his whole life to the country, dedicated to the people, always placing the interests of the Fatherland and the people above all else.
The National Assembly Chairman wishes for Danang to promote the tradition of patriotism, solidarity, innovative thinking, and effectively harness its potential for rapid and sustainable development; to improve the people's living standards and enhance its role as a central hub, strengthening regional linkage, and making positive contributions to the Central region and the entire country.
Member of the Party Central Committee, Secretary of the City Party Committee, Head of the City National Assembly Delegation Lê Ngọc Quang expressed that Danang needs to continue the Duy Tân spirit with a new meaning, to develop education, science and technology, innovation, digital transformation, and high-quality human resources; to awaken the aspiration to rise, self-reliance, the courage to think, act, and innovate; and to develop in a human-centered direction; measured by the quality of life, trust, and happiness of the people.

Promoting the cultural industry to become an important economic sector
At the Danang Cultural Industry Development Promotion Conference on the morning of October 2, Dr. Ngô Phương Lan, President of the Vietnam Cinema Promotion Association and Director of the Danang Asia Film Festival, proposed that the city develop a year-round cinema audience market; link training with project development; and strengthen connections between producers and international distribution units. At the same time, she suggested establishing a focal point to support film crews, a database for locations, personnel, equipment, and film services, thereby promoting production and service activities and creating local employment.
Deputy Chairwoman of the City People's Committee Nguyễn Thị Anh Thi emphasized that culture must become an intrinsic strength and a new growth driver. The city is committed to improving mechanisms and policies for support, investing in infrastructure, developing human resources, promoting public-private cooperation, and mobilizing resources from businesses, investors, artists, and the creative community.
On this occasion, the Danang City People's Committee signed memoranda of understanding on cooperation with DatVietVAC Group Holdings Joint Stock Company, the Vietnam Cinema Development Promotion Association, Sun Group, Vinpearl Joint Stock Company under Vingroup, and KITA Group Joint Stock Company concerning the development of the cultural industry. Cooperating with Japan on AI applications to develop a healthy, carbon-neutral city
On the afternoon of October 2, Vice Chairman of the City People's Committee Hồ Quang Bửu met with a survey delegation from the Japan International Cooperation Agency (JICA) regarding the project 'Development of a Healthy and Carbon-Neutral City Based on Smart Mobility Platforms Applying Artificial Intelligence,' under the SATREPS program.
The project is expected to be implemented over five years, focusing on developing AI-applied smart mobility platforms, integrating urban data and digital twin technology to assess and forecast CO₂ emissions from transportation, impacts on urban health, and simulate development scenarios.
The Vice Chairman of the City People's Committee affirmed that Danang is ready to cooperate with Japanese partners during the implementation process. The city hopes that the research results, especially the application of artificial intelligence (AI), urban and transportation data, will be transformed into practical tools to support policy planning and sustainable urban development.

Strengthening cooperation to promote gender equality and empower women
On the morning of June 30, Vice Chairman of the City People's Committee Hồ Quang Bửu held a working session with the delegation from the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), while acknowledging their support in promoting gender equality, empowering women, sustainable development, and climate change adaptation.
Danang hopes that UN Women and partners will continue to support project implementation, improve the S-App application, study the "Caring City" model, promote gender-responsive climate adaptation, and develop green livelihood models led by women.
On this occasion, the UN Women delegation surveyed several women-led livelihood models that apply green production solutions and climate change adaptation, thereby assessing results, understanding challenges, and researching support solutions for the coming period.

Mobilizing resources for sustainable development together with WVI
On the afternoon of October 2nd, during the meeting with Doseba Tua Sinay, Head Representative of World Vision International (WVI) in Vietnam, Vice Chairwoman of the City People’s Committee Nguyễn Thị Anh proposed that WVI continue to accompany efforts in sustainable poverty reduction, support for children and vulnerable groups, disaster prevention, environmental protection, and sustainable livelihood development, especially in the mountainous areas that remain disadvantaged.
Regarding the program in the Nam Trà My area in Trà Linh Commune, the city requested WVI coordinate with relevant agencies to review, ensure continuity, and comply with regulations following administrative boundary changes.
Mr. Doseba Tua Sinay affirmed that WVI will closely cooperate with the city and also identified Danang as a strategic area in the coming period.

Launching the Southern tourism tour “Touching Nature”
On the afternoon of October 2, the Department of Culture, Sports and Tourism, in coordination with the People's Committee of Quảng Phú Ward, announced the southern tourism tour "Touching Nature" to concretize the orientation of expanding Danang's tourism space, helping businesses and the local community to benefit together.
Currently, more than six travel agencies have developed nearly 25 tour programs with a variety of themes such as "Journey to Touch the Pristine Nature of Southern Danang," "Quảng Land Legends - Peaceful Nature"... helping to strengthen the connection between the central city area and the south.
The infrastructure and connectivity here are very convenient, with six hotels (3–5 stars) and many community lodging facilities. <p style="text-align: justify;;line-height:30px">Sharing the orientation for VIFC-DN, Mr. Ho Ky Minh, Standing Vice Chairman of the City People's Committee and Chairman of the VIFC-DN Executive Agency, noted that from January 9, 2026, the Vietnam International Financial Center officially operates under a "one center, two destinations" model in Da Nang and Ho Chi Minh City. The two hubs will complement each other by leveraging their respective regional strengths.</p>
<p style="text-align: justify;;line-height:30px">Da Nang positions its financial hub based on its geo-strategic location and synchronized transport infrastructure featuring two airports, three seaports, expressways, railways, and connections across the Central Coast and Central Highlands regions.</p>
<p style="text-align: justify;;line-height:30px">Consequently, VIFC-DN focuses on green finance and financial services supporting the Free Trade Zone and High-Tech Park, while acting as a gateway connecting international capital streams to Da Nang and localities nationwide.</p>
<p style="text-align: justify;;line-height:30px">Da Nang has set up VIFC-DN headquarters at Software Park No. 2 and begun attracting high-quality personnel, including foreign-trained Vietnamese professionals and international experts joining executive management.</p>
<p style="text-align: justify;;line-height:30px">According to Standing Vice Chairman Ho Ky Minh, VIFC-DN will roll out 04 key product groups: connecting Vietnamese enterprises issuing international bonds; developing green finance with carbon credits as a priority product targeting international markets; attracting financial institutions, investment funds, and global financial firms as members; and developing real-world asset (RWA) tokenization products.</p>

<p style="text-align: justify;;line-height:30px">Professor Alfred Taudes from the Vienna University of Economics and Business (Austria) emphasized that AI will form the bedrock of future financial centers. VIFC-DN should be designed as an AI-native entity, integrating AI directly into its operational backbone.</p>
<p style="text-align: justify;;line-height:30px">Beyond tech infrastructure investments, establishing open data systems, standardizing data governance, and training experts skilled in both finance and AI system development/supervision remain vital.</p>
<p style="text-align: justify;;line-height:30px">Professor Taudes stressed that data is the "raw material" of AI. A modern financial center must ensure data sharing, set open banking standards, and create transparent data governance mechanisms that drive innovation while controlling risk.</p>
<p style="text-align: justify;;line-height:30px">Regarding human capital, Dr. Wojtek Wojaczek, Director of the IPIP Program (University of Cambridge), stated that the most critical capital for a financial center is people, not money.</p>
<p style="text-align: justify;;line-height:30px">He recommended that Da Nang formulate a long-term talent strategy combining local training with international talent acquisition, alongside building an ecosystem linking universities, enterprises, research institutes, and investors to feed high-quality human resources to VIFC-DN over the next 10–20 years. Talent attraction must go together with creating attractive living and working environments to retain top professionals, securing a sustainable competitive advantage.</p>
<p style="text-align: justify;;line-height:30px">From a market development perspective, Dr. Tran Quoc Hung, former Deputy Director of the Monetary Department at the International Monetary Fund (IMF), assessed that VIFC-DN possesses strong conditions to become a pioneer in digital assets and blockchain.</p>
<p style="text-align: justify;;line-height:30px">He suggested Da Nang prioritize products like real-world asset tokenization, carbon credit tokenization, infrastructure bonds, digital payments, and financial services serving the Free Trade Zone and East-West Economic Corridor, all sectors with vast growth potential in coming years.</p>

<p style="text-align: justify;;line-height:30px">Where local government previously operated based on reports, statistics, and managerial experience, the new model uses data as the baseline for all administrative actions. Every decision is supported by real-time data, analyzed through AI, and visualized to forecast, evaluate, and choose optimal options.</p>
<p style="text-align: justify;;line-height:30px">This philosophy underpins the Da Nang Semiconductor Microchip and Artificial Intelligence Development Scheme for 2026–2030. A key highlight of the scheme is building the infrastructure of a data economy: from data centers, high-performance computing centers, 5G infrastructure, IoT, and open data to an innovation ecosystem and high-quality human resources.</p>
<p style="text-align: justify;;line-height:30px">According to Vice Chairman Ho Quang Buu, Da Nang is shifting from a "defensive" mindset (applying existing tech) to an "offensive" stance (creating new value based on data, AI, and digital technologies). The city targets having the digital economy contribute 35–40% of GRDP by 2030, establishing a data exchange, building a data economy, and turning AI into a core competency for civil servants and citizens alike.</p>
<p style="text-align: justify;;line-height:30px">A smart city is thus measured not merely by the quantity of AI applications, but primarily by its capacity for data-driven governance.</p>
<p style="text-align: justify;;line-height:30px">On June 22, 2026, the City People's Committee approved the Pilot Scheme for the Digital Twin. The Digital Twin creates a "living digital replica" of the city that continuously updates multi-sectoral data. On this platform, government can track current events and simulate development scenarios to assess impact before real-world execution. This marks a shift from reactive issue management to proactive data governance.</p>
<p style="text-align: justify;;line-height:30px"><strong>AI, Digital Twin and Open Data building a smart city</strong></p>
<p style="text-align: justify;;line-height:30px">In the new governance model, data transitions from a byproduct of management into a new driver of development.</p>
<p style="text-align: justify;;line-height:30px">The Digital Twin serves as the operational environment to run simulations and support decision-making. When connected, the city manages more effectively, forecasts better, responds faster, and serves citizens more precisely.</p>
<p style="text-align: justify;;line-height:30px">The Semiconductor Microchip and AI Development Scheme centers on data standardization, open data growth, data center and high-performance computing investments, IoT and 5G infrastructure, and commissioning real-world urban management challenges for businesses, universities, and research institutes to solve together.</p>
<p style="text-align: justify;;line-height:30px">Vice Chairman Ho Quang Buu noted that AI must permeate all socio-economic activities, serving as a tool to inject knowledge into both public and private sectors. The new growth model - "Capital (Blockchain) + Labor (Robots) + Knowledge (AI)" - provides the momentum to target double-digit GRDP growth.</p>
<p style="text-align: justify;;line-height:30px">In Huong Tra Ward, a pilot Digital Twin system was launched, integrating and visualizing land, infrastructure, construction, education, healthcare, and population data on a single digital platform.</p>

<p style="text-align: justify;;line-height:30px">Alongside Huong Tra, Hoa Cuong Ward spearheaded a comprehensive digital management platform integrating data, operations, and management tools, allowing leaders to track real-time analytics while linking to citywide databases to boost operational efficiency and public service.</p>
<p style="text-align: justify;;line-height:30px">Meanwhile, Tam Ky Ward introduced AI into administrative reform via AI Assistants, Zalo Mini Apps, digital maps, and Community Digital Technology Teams. In less than a year, the ward processed over 13,670 applications, achieving an online submission rate of 99.54% with 100% of files resolved on or ahead of time, and assisted over 26,000 citizens with online administrative procedures. These models demonstrate that AI and data are moving beyond strategic concepts into practical tools serving citizens directly at the grassroots level.</p>
<p style="text-align: justify;;line-height:30px">To realize these goals, Da Nang continues to address bottlenecks in mechanisms, infrastructure, and human resources; leverage specific mechanisms under Resolution No. 136/2024/QH15 and Resolution No. 193/2025/QH15; invest in international-standard data centers, Software Park No. 2, and undersea fiber-optic cables; and expand regulatory sandboxes to attract major tech conglomerates.</p>
<p style="text-align: justify;;line-height:30px">"The AI City model by 2030 will serve as a major highlight to attract high-tech capital and international experts to Da Nang," emphasized Vice Chairman Ho Quang Buu.</p>

<p style="line-height:30px">Kazik Park was built in 2007, located at 138 Tran Phu Street, Hoi An Ancient Town. The work is a deep expression of gratitude from the local government and people toward the late Polish architect Kazimierz Kwiatkowski (1944–1997), affectionately known as Kazik.</p>
<p style="line-height:30px">On December 4, 1999, the ancient town of Hoi An was officially honored as a World Cultural Heritage of humanity. That was the immense joy of the people of Hoi An and Vietnam, with Kazik's enormous contribution.</p>
<p style="line-height:30px">In 2007, the then-town of Hoi An invested in building the park right in the center of the ancient town to commemorate the contributions of the late architect Kazik.</p>
