Deputy Prime Minister and Foreign Minister Pham Binh Minh, who is also the Chairman of the APEC 2017 National Committee, has signed decisions on establishing the National Secretariat and three sub-committees to coordinate the preparation and organisation of the APEC Year 2017 in Viet Nam.
