<p style="text-align: justify;;line-height:30px">Sharing the orientation for VIFC-DN, Mr. Ho Ky Minh, Standing Vice Chairman of the City People's Committee and Chairman of the VIFC-DN Executive Agency, noted that from January 9, 2026, the Vietnam International Financial Center officially operates under a "one center, two destinations" model in Da Nang and Ho Chi Minh City. The two hubs will complement each other by leveraging their respective regional strengths.</p>
<p style="text-align: justify;;line-height:30px">Da Nang positions its financial hub based on its geo-strategic location and synchronized transport infrastructure featuring two airports, three seaports, expressways, railways, and connections across the Central Coast and Central Highlands regions.</p>
<p style="text-align: justify;;line-height:30px">Consequently, VIFC-DN focuses on green finance and financial services supporting the Free Trade Zone and High-Tech Park, while acting as a gateway connecting international capital streams to Da Nang and localities nationwide.</p>
<p style="text-align: justify;;line-height:30px">Da Nang has set up VIFC-DN headquarters at Software Park No. 2 and begun attracting high-quality personnel, including foreign-trained Vietnamese professionals and international experts joining executive management.</p>
<p style="text-align: justify;;line-height:30px">According to Standing Vice Chairman Ho Ky Minh, VIFC-DN will roll out 04 key product groups: connecting Vietnamese enterprises issuing international bonds; developing green finance with carbon credits as a priority product targeting international markets; attracting financial institutions, investment funds, and global financial firms as members; and developing real-world asset (RWA) tokenization products.</p>
<p style="text-align: justify;;line-height:30px">VIFC-DN also established the VIFC Policy Lab to research and test new policy mechanisms, gradually converting international ideas and experiences into concrete models and products serving the financial center and the city.</p>
<p style="text-align: justify;;line-height:30px"><strong>AI, Data, and Human Resources</strong></p>
<p style="text-align: justify;;line-height:30px">During the panel, international experts noted that building a globally competitive financial center depends not only on capital or physical infrastructure, but on advanced technology, data, and high-quality human resources. These foundations will enable Da Nang to forge a unique identity during VIFC development.</p>
<p style="text-align: justify;;line-height:30px">Professor Alfred Taudes from the Vienna University of Economics and Business (Austria) emphasized that AI will form the bedrock of future financial centers. VIFC-DN should be designed as an AI-native entity, integrating AI directly into its operational backbone.</p>
<p style="text-align: justify;;line-height:30px">Beyond tech infrastructure investments, establishing open data systems, standardizing data governance, and training experts skilled in both finance and AI system development/supervision remain vital.</p>
<p style="text-align: justify;;line-height:30px">Professor Taudes stressed that data is the "raw material" of AI. A modern financial center must ensure data sharing, set open banking standards, and create transparent data governance mechanisms that drive innovation while controlling risk.</p>
<p style="text-align: justify;;line-height:30px">Regarding human capital, Dr. Wojtek Wojaczek, Director of the IPIP Program (University of Cambridge), stated that the most critical capital for a financial center is people, not money.</p>
<p style="text-align: justify;;line-height:30px">He recommended that Da Nang formulate a long-term talent strategy combining local training with international talent acquisition, alongside building an ecosystem linking universities, enterprises, research institutes, and investors to feed high-quality human resources to VIFC-DN over the next 10–20 years. Talent attraction must go together with creating attractive living and working environments to retain top professionals, securing a sustainable competitive advantage.</p>
<p style="text-align: justify;;line-height:30px">From a market development perspective, Dr. Tran Quoc Hung, former Deputy Director of the Monetary Department at the International Monetary Fund (IMF), assessed that VIFC-DN possesses strong conditions to become a pioneer in digital assets and blockchain.</p>

The land has an area of 11,465 m², located on a dual frontage, facing Mỹ Khê Beach and the An Thượng tourist street. The complex has an estimated total investment of VND 5,000 billion, with main components including a night economy area of approximately 8,000 m², a 10-story hotel-office block, and an internal road connecting Trần Bạch Đằng Street with Võ Nguyên Giáp Street, providing a pathway from An Thượng street to Mỹ Khê Beach. </p>

<p style="text-align: justify;;line-height:30px">Da Nang has invested comprehensively in IT infrastructure, data centers, telecommunications networks, and information security, viewed as crucial "digital assets" for building a smart city.</p>
<p style="text-align: justify;;line-height:30px">According to Mr. Ho Quang Buu, Vice Chairman of the City People's Committee, Da Nang is focusing on key tasks such as building an urban Digital Twin, a data exchange platform, promoting AI applications, developing low-altitude airspace economics, establishing a Smart Free Trade Zone, an International Financial Center, and various new development models.</p>
<p style="text-align: justify;;line-height:30px">According to experts, the main current challenge is not a lack of data, but rather that data remains scattered across disparate systems. <p style="text-align: justify;;line-height:30px">Mr. Nguyen Danh Thanh, Director of the Viettel Solutions Digital Urban Center, noted that urban digital twins are a core technology that can effectively support urban planning, simulation, and management in the upcoming period. Here, data continuously updates from real-world systems, enabling management agencies to track, analyze, simulate, and forecast scenarios prior to making decisions.</p>
<p style="text-align: justify;;line-height:30px">Global cities like Singapore, Paris (France), and Shenzhen (China) have deployed this model to simulate infrastructure, analyze traffic, predict scenarios, and assist policy planning to improve urban management efficiency.</p>
<p style="text-align: justify;;line-height:30px">The current overarching trend is shifting from isolated data management to cross-sector data connectivity and integration for urban simulation, forecasting, and governance.</p>
<p style="text-align: justify;;line-height:30px">Meanwhile, Huawei shared smart city development insights from Shenzhen (China), named World Smart City at the 2024 World Smart City Expo in Barcelona, Spain.</p>
<p style="text-align: justify;;line-height:30px">One highlighted technology deployed was the urban digital twin, which allows the simulation of entire city infrastructure in digital space by connecting data from AI cameras, IoT sensors, and management systems. <p style="text-align: justify;;line-height:30px">Based on international experience, experts believe Da Nang fully meets the conditions required to deploy urban digital twin technology. However, the critical point is not investing in technology first and finding application problems later, but starting from the city's practical needs.</p>

<p style="text-align: justify;;line-height:30px">Alongside Huong Tra, Hoa Cuong Ward spearheaded a comprehensive digital management platform integrating data, operations, and management tools, allowing leaders to track real-time analytics while linking to citywide databases to boost operational efficiency and public service.</p>
<p style="text-align: justify;;line-height:30px">Meanwhile, Tam Ky Ward introduced AI into administrative reform via AI Assistants, Zalo Mini Apps, digital maps, and Community Digital Technology Teams. In less than a year, the ward processed over 13,670 applications, achieving an online submission rate of 99.54% with 100% of files resolved on or ahead of time, and assisted over 26,000 citizens with online administrative procedures. These models demonstrate that AI and data are moving beyond strategic concepts into practical tools serving citizens directly at the grassroots level.</p>

<p style="text-align: justify;;line-height:30px">A smart city represents a journey to create a modern, safe, convenient, and sustainable living environment where every milestone of digital transformation aims to elevate quality of life, especially in this era of national advancement.</p>
<p style="text-align: justify;;line-height:30px">In Da Nang, that journey began in 2010 with the E-Government Architecture. By 2014, the city launched its E-Government Information System, establishing a vital foundation for digital transformation.</p>
<p style="text-align: justify;;line-height:30px">Building on that base, in 2018, Da Nang issued its Smart City Architecture and rolled out the Smart City Project through 2025 (oriented to 2030) featuring 6 key pillars, 16 priority areas, and 53 major projects and programs.</p>
<p style="text-align: justify;;line-height:30px">According to Mr. Tran Chi Cuong, Vice Chairman of the City People's Committee, Da Nang's success stems from identifying smart city development as a central, long-term task positioned within the city's overall development strategy.</p>

Shared data systems, domain data, spatial urban GIS data, and over 1,500 open data sets have been built and connected via a data-sharing platform. This supports management and operations while allowing businesses and citizens to utilize and develop new services.</p>

<p style="text-align: justify;;line-height:30px">On shared digital foundations, numerous smart services have been deployed across traffic, environment, education, healthcare, food safety, and online public services.</p>
<p style="text-align: justify;;line-height:30px">A standout highlight is the Intelligent Operations Center (IOC), regarded as the city's "digital brain." Featuring city-level, domain-specific, and commune/ward-level IOCs, the system provides dozens of real-time monitoring and data analysis service groups, enabling leaders to make rapid, accurate, and efficient decisions.</p>
<p style="text-align: justify;;line-height:30px">Beyond driving socio-economic management, the IOC monitors the implementation of Resolution No. 57-NQ/TW targets, handles disaster management, tracks flooding, provides heavy rainfall warnings, and coordinates rescue operations—protecting lives and assets amidst increasingly complex climate change dynamics.</p>
<p style="text-align: justify;;line-height:30px">Achieved results have carved out a prominent footprint for Da Nang on domestic and international smart city maps.
