Enhancing Digital Capacity for Civil Servants, and Public Employees
Training and fostering digital human resources is one of the key tasks aimed at effectively implementing Resolution No. 57-NQ/TW of the Politburo. In Da Nang, many communes and wards have proactively enhanced digital transformation skills, data management, and data exploitation for cadres, civil servants, and public employees, contributing to building a modern, professional, and citizen-centered administration.
Meeting the operational demands of a modern administration
Recently, numerous localities across Da Nang have proactively organized training workshops to build digital skills for their cadres, civil servants, and public employees. Digital transformation topics have been integrated into annual work plans, tailored to the practical needs of each agency, unit, and locality.
These practical activities serve to implement Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation; Resolution No. 08-NQ/TU dated December 19, 2025, of the City Party Executive Committee on the Digital Transformation Project for 2026–2030, with orientation toward 2035; as well as related plans from the City People's Committee.
In Hai Chau Ward, local authorities organized training classes on applying artificial intelligence (AI) and digital technologies to management and governance, guiding data exploitation, using digital platforms, ensuring information security, and processing work in a digital environment. Combining theory and practice, the program helps cadres master technology step-by-step, improving state management efficiency, administrative reform, and service quality for citizens.
According to leaders of the Hai Chau Ward People's Committee, fostering digital skills serves as an essential foundation for building a team of cadres that meets the demands of modern administration and drives digital transformation from the grassroots level.
Improving the quality of public service
In Thang Truong Commune, a training conference was recently held to guide cadres and civil servants in applying AI to state management and identifying technologies that support digital transformation.
The training program aimed to foster skills in data management and exploitation, the use of digital platforms, and enhancing the ability to apply technology to daily tasks.
Mr. Nguyen Van Hoang, Chairman of the Thang Truong Commune People's Committee, noted that implementation follows a hands-on approach ("holding hands to show the work"), combining centralized training with self-study on online platforms, while leveraging young cadres to support specialized departments and local digital transformation teams.
Enhancing digital transformation capacity not only boosts governance and operational efficiency but also improves service quality for citizens through online public services, establishing a foundation to build digital government, a digital economy, and a digital society.
Mr. Hoang Ngoc Phuong, a resident of Tay Giang Village in Thang Truong Commune, shared that digital transformation has brought many practical conveniences to daily life.
“Currently, many procedures are completed online, which is extremely convenient. Citizens can look up information, submit applications online, and track administrative procedure progress directly on their phones, saving a lot of time and travel costs. Publicizing processing progress also gives people greater peace of mind. I hope the local government continues offering detailed guidance, especially for older people, so that everyone can access and benefit from digital transformation,” Mr. Phuong said.
Upgrading digital transformation skills for cadres, civil servants, and public employees is a crucial foundation for gradually developing a workforce capable of data governance and exploitation,
contributing to the construction of digital government, digital economy, and digital society. This will accelerate the goal of making Da Nang one of the world's top 50 smart cities by 2030.
