Hoa Cuong: The journey to digital government
Driven by early concerns when implementing a two-tier local government system, leaders in Hoa Cuong Ward resolved to apply digital technology to leadership, management, and service to citizens and businesses. That ambition became reality after a journey of over eight months navigating challenges and obstacles.
Data as the foundation
Hoa Cuong Ward recently launched a pilot operation of its Digital Government System. It is the city's first locality to deploy a comprehensive digital governance platform at the grassroots level, integrating data, professional applications, and management tools into a single system.
Built around a data-centric model, the system integrates business applications, multi-layer GIS digital maps, a centralized data warehouse, and a smart dashboard to serve management, governance, and decision-making based on real-time data.
Deployed through an IT service rental model, the system connects to the city’s data infrastructure and national databases, ensuring data is standardized, interconnected, and shared uniformly. At the same time, the system digitizes multiple state management areas, helping cadres access and update data digitally, reducing manual tasks, improving coordination across specialized departments, and moving toward a modern, effective digital government serving citizens and businesses
Serving citizens is the main goal
Although designed to serve state management, the ultimate goal of the Hoa Cuong Ward Digital Government System is to enhance the quality of service for citizens and businesses.
A notable feature of the system is its multi-layer GIS digital mapping platform for urban infrastructure management. It tracks real-time status, receives and processes field feedback tied to specific geographic locations, helping shorten resolution times and increase transparency.
Furthermore, the system incorporates a virtual assistant to support information lookups and administrative guidance, enabling citizens to access public services more conveniently.
According to Mr. Truong Thanh Dung, Chairman of the Hoa Cuong Ward People's Committee, the locality will continue refining the system guided by data as the foundation, citizens as the center, and service efficiency as the goal.
According to the Department of Science and Technology, the Hoa Cuong Digital Government System model provides a practical framework to research, refine, and replicate commune- and ward-level digital transformation solutions, contributing to a synchronized, modern digital government ecosystem citywide.
Amid Da Nang's accelerated push to implement Resolution No. 57-NQ/TW, practical results from Hoa Cuong will serve as a vital basis for the city to continue researching, perfecting, and scaling suitable models, gradually shaping a cohesive and modern digital government ecosystem from the grassroots level.
Hoa Cuong demonstrates a proactive approach to digital transformation by choosing data as the foundation, technology as the tool, and service efficiency for citizens as the ultimate goal. This path ensures that digital government truly enters daily life, contributing to a modern, transparent administration that better serves public needs.
