Officially announce the establishment of the International Financial Center in Vietnam

On the morning of December 21, at the Government Office, Prime Minister Phạm Minh Chính chaired a conference announcing the establishment of the International Financial Center in Vietnam. This is a breakthrough institutional decision with strategic significance in mobilizing resources, promoting the transformation of the growth model, enhancing national competitiveness, and demonstrating a commitment to deep integration with the global economy.

Prime Minister Phạm Minh Chính stated that Vietnam has chosen the "one center, two destinations" model with the philosophy of a "smart, digital, and green financial center."

Hồ Chí Minh City is positioned as a major financial hub, with a strong focus on developing the stock market, bonds, banking, fund management, and listing services; serving as a driving force that directly connects with global capital flows and businesses.

Meanwhile, Đà Nẵng is positioned as a specialized financial center (niche market). Leveraging its advantages in living environment and tourism infrastructure, Đà Nẵng will focus on financial technology (Fintech), wealth management, and green finance. It will serve as a "laboratory" for future financial models.

Chairman of the Đà Nẵng City People's Committee Phạm Đức Ấn emphasized that this is a major decision, providing a driving force for breakthrough development in Đà Nẵng. The city is committed to supporting investors, improving its administrative apparatus and operational mechanisms, and implementing controlled pilot models in areas such as fintech, green finance, and digital finance, ensuring system safety and compliance with international standards. At the conference, the Vietnam International Financial Center in Đà Nẵng awarded

conditional membership certificates to nine financial organizations and institutions, and approved a letter of interest for one commercial bank.​​​​​​​

City Leaders Receive Outgoing Consul General of Laos in Da Nang

On the morning of December 15, leaders from the City Party Committee, People's Council, People's Committee, and the Vietnam Fatherland Front Committee of the city hosted a meeting for Mr. Souphanh Hadaoheuang, the Consul General of the Lao People's Democratic Republic in Da Nang, who came to pay a farewell call upon completing his term of office.

During the meetings, city leaders expressed their appreciation and gratitude for the active and responsible contributions of Mr. Souphanh Hadaoheuang. He was recognized for acting as a bridge to promote cooperative relations and close ties between Da Nang and various Lao localities, particularly the provinces of South-

Central Laos. These efforts have helped consolidate and deepen the great friendship, special solidarity, and comprehensive cooperation between the two Parties, States, and peoples of Vietnam and Laos.

City leaders wished Mr. Souphanh Hadaoheuang health, happiness, and success in his new position at the Lao Ministry of Foreign Affairs, while expressing their desire for him to continue to care for, support, and contribute to promoting cooperative relations between Da Nang and Lao localities, including cooperation in economics, education, and people-to-people exchanges.

Expressing his affection and gratitude for the care and support from the government and people of Da Nang city throughout his term, Mr. Souphanh Hadaoheuang affirmed that, in every working position, he will continue to fulfill his role as a bridge, contributing to strengthening the bilateral cooperation between Vietnam and Laos; he also shared that he always considers Da Nang a dear destination and will return to visit the city soon.

Chairman of the City People's Council Nguyễn Đức Dũng receives a courtesy visit from the Consul General of the Russian Federation in Đà Nẵng

On the morning of December 19, Nguyễn Đức Dũng, Deputy Secretary of the City Party Committee and Chairman of the City People's Council, received a courtesy visit from Maria Georgievna Mizonova, Consul General of the Russian Federation in Đà Nẵng, along with a delegation from the Legislative Council of Leningrad Province to visit and work in the city.

The Chairman of the City People's Council expressed his pleasure in welcoming the delegation and thanked the Consul General for actively supporting the connection and promotion of cooperation between Đà Nẵng and various localities in the Russian Federation. Both sides highly valued the traditional friendship between Vietnam and the Russian Federation over the past 75 years, considering it an important foundation for promoting cooperation between their localities.

Currently, Đà Nẵng has established cooperation with Yaroslav Province and signed Letters of Intent for cooperation with Nizhny Novgorod and Bryansk Provinces. On the basis of these, Đà Nẵng and Leningrad Province agreed to strengthen cooperation in the economic and trade sectors, culture, tourism, education and training, and healthcare, while also facilitating mechanisms and policies to effectively implement this cooperation.

Chairman of the City People's Committee Phạm Đức Ấn receives the Consul General of China in Đà Nẵng

On the afternoon of December 17, Chairman of the City People's Committee Phạm Đức Ấn received a courtesy visit from Ms. Đổng Bích Du, Consul General of the People's Republic of China in Đà Nẵng.

The Chairman highly appreciated the coordination 

and support of the Chinese Consulate General in promoting economic cooperation and cultural exchanges between Đà Nẵng and Chinese localities and partners. At the same time, he expressed his hope that the Consul General would continue to act as a bridge, promoting exchanges, connections, and attracting Chinese enterprises to invest in Đà Nẵng.

Ms. Đổng Bích Du expressed her impression of the city's development and affirmed that she would continue to accompany and support efforts to promote substantial and effective cooperation in the time ahead.

Đà Nẵng proposes investing 10 billion USD to develop Chu Lai Airport and the airport economic-urban ecosystem

On the evening of December 17, at Furama Đà Nẵng Hotel, the event "Aviation Accompanying Đà Nẵng Tourism 2025" took place, aiming to acknowledge and express gratitude for the aviation industry's partnership in connecting Đà Nẵng with domestic and international tourism markets, playing a significant role in the city's tourism recovery and growth process.

Vice Chairwoman of the City People's Committee, Nguyễn Thị Anh Thi, assessed that Đà Nẵng's tourism in 2025 continues to experience positive growth, with a strong recovery in visitor numbers, the restoration and introduction of many international flights, and continuous improvements in service quality, contributing to promoting the image of a safe, friendly, and attractive destination.

The city hopes to continue strengthening cooperation with aviation partners, open new flight routes, improve service quality, and promote international markets in the coming period. In addition, it proposes implementing an investment project and operating Chu Lai Airport along with the airport economic-urban ecosystem in the form of a PPP, with a total estimated investment of approximately 10 billion USD, creating new momentum for connectivity and regional development.

Within the framework of the program, the relevant units have signed a Memorandum of Understanding for cooperation for the period 2026–2030 to enhance coordination in route promotion, destination marketing, and the improvement of visitor experiences.

Da Nang aims to become a smart, innovative, and experiential city

On the morning of December 16, the Department of Science and Technology coordinated with the University of Da Nang to organize the Smart City: Innovation and Experience 2025 Workshop, attracting many experts and scientists from French universities. Vice Chairman of the City People's Committee Ho Quang Buu attended and gave the opening speech.

The Smart City: Innovation and Experience 2025 ("International Symposium - Smart City: Innovations and Experiences") workshop takes place over 2 days (December 15 and 16, 2025), aiming to promote science and technology initiatives

and share practical experiences and solutions in the Da Nang Smart City development strategy; at the same time, it strengthens the connection between researchers, the government, and domestic and international businesses.

At the Workshop, domestic and international experts presented papers on Smart City building strategies, Renewable Energy and energy efficiency strategies for smart cities, and Geographical initiatives and environmental safety in Da Nang.

Within the agenda of the Workshop, there are intensive training sessions on semiconductor microchips and the Internet of Things led by experts and lecturers from French universities; and the Smartcampus competition. The Organizing Committee judged and awarded the special prize of the Smartcampus competition (a sponsorship from the University of Côte d'Azur, France, to attend the Summer School Program within the framework of Digital Transformation Week) to the joint team of the University of Economics - University of Science and Technology – University of Da Nang and the University of Côte d'Azur, France; the first prize went to the joint team of the University of Science and Technology – University of Economics - University of Da Nang.

Vice Chairman of the City People's Committee Trần Chí Cường receives the Korean MICE Delegation

On the afternoon of December 19th, Vice Chairman of the City People's Committee Trần Chí Cường received the Korean MICE delegation and FYP Education & Consulting Co., Ltd., led by Mr. Lee Jong-il, Chairman of the Korea–Vietnam Exchange Development Committee.

The Vice Chairman highly appreciated the role of the Korea–Vietnam Exchange Development Committee in actively connecting and supporting Korean partners and tourists in working and traveling to Đà Nẵng in recent times.

Đà Nẵng is an attractive destination for the Korean market, with more than 10 flights daily and welcoming over 1 million Korean visitors annually. Currently, it is the only locality in the country with two international airports and is aiming to develop into an economic, cultural, educational, and logistics hub of the region. The Vice Chairman expressed his hope that Mr. Lee Jong-il will continue to serve as a bridge, promoting connections between businesses, investors, and Korean tourists to Đà Nẵng.

Chairman of the Korea-Vietnam Exchange Development Committee, Lee Jong-il, expressed his pleasure in visiting the city and affirmed that he would continue to promote and connect Korean businesses to cooperate with Đà Nẵng in the fields of digital transformation, healthcare, culture, and tourism.

The State Inspectorate of Sekong Province (Laos) exchanged experiences with the Đà Nẵng City Inspectorate

On the morning of December 19, the State Inspection Delegation of Sekong Province (Lao PDR), led by Mr. Sakon Phonpaserd, Head of the Provincial Party Committee’s Inspection Committee and Chief State Inspector of Sekong Province, visited and held working sessions with the Đà Nẵng City Inspectorate.

Chief Inspector of Đà Nẵng City, Trần Thắng Lợi, affirmed that the Vietnam–Laos special friendship, solidarity, and comprehensive cooperation is an invaluable

asset, nurtured carefully over time by generations of leaders and peoples of both countries. Based on this foundation, cooperation between the inspection agencies of both sides has been actively maintained and developed through visits, working sessions, information exchange, and the sharing of professional experience.

The Chief Inspector of Sekong Province expressed sympathy for the damages caused to Đà Nẵng by the floods and congratulated the city for its advantages, special mechanisms, and development potential following the administrative merger. The delegation stated that in the upcoming period, they will focus on exchanging experiences related to complaint and denunciation resolution, mineral resource management, and the operations of foreign investors.

Promoting female scientists’ contributions in climate change adaptation and sustainable development

On the morning of December 16, the Center for Environment and Community Research (CECR) organized the launch ceremony for the project "Promoting the active participation of female scientists in climate change adaptation and community-based disaster risk management" and the debut of the Network of Women Scientists in STEM for Climate, Community Development, and Gender Equality (ViWISTEM4C) in Da Nang.

The project is funded by the Canada Fund for Local Initiatives (CFLI) of the Embassy of Canada in Vietnam, aiming to build and develop a network of women scientists in STEM for climate, community development, and gender equality; strengthen the role and voice of female STEM scientists in climate response and disaster risk management; and enhance the response capacity of communities, especially women, through community-based disaster risk management models, as well as connect scientists - government - communities to jointly build disaster risk management solutions.

At the program, the Network of Women Scientists in STEM for Climate, Community Development, and Gender Equality (ViWISTEM4C) was officially launched with the participation of typical female scientists, marking the beginning of an interdisciplinary connection space where female scientists can share knowledge, support research, promote innovation, and accompany the community in responding to climate change.

The ViWISTEM4C Network is expected to become a platform for connecting knowledge, promoting climate initiatives, and spreading the role of women in building sustainable communities.
